In a large mixing bowl, combine the flour, sugar, yeast, and salt.
Add the warm water and olive oil to the dry ingredients and mix until a dough forms.
Knead the dough on a floured surface for about 8-10 minutes until it becomes smooth and elastic.
Place the dough in a lightly oiled bowl, cover it with a damp cloth, and let it rise in a warm place for about 1 hour or until doubled in size.
Preheat your oven to 375°F (190°C).
Punch down the risen dough and divide it into 12 equal pieces. Shape each piece into a ball and place them on a baking sheet lined with parchment paper.
Cover the rolls with a cloth and let them rise for another 20 minutes.
In a small bowl, combine the melted butter and minced garlic.
Brush the garlic butter over the tops of the rolls, then sprinkle with parmesan cheese.
Bake the rolls in the preheated oven for 15-18 minutes, or until golden brown.
Remove from the oven and sprinkle with chopped parsley, if using. Serve warm.

For a more intense flavor, consider adding shredded mozzarella cheese along with the parmesan. You can also incorporate herbs like rosemary or thyme into the dough for an aromatic twist. If you prefer a spicier kick, add a pinch of red pepper flakes to the garlic butter mixture. For a gluten-free version, substitute the all-purpose flour with a gluten-free flour blend, but be sure to adjust the liquid as needed to achieve the right dough consistency.
